Bill caps? Default prices? You might be wondering why all of this electricity detail matters. We’ve got an explanation.

Default, or reference, prices are designed both to protect consumers and help them compare electricity plans. Check out the FAQs to understand why it may pay to keep an eye on electricity plan prices in July.
⚡ Get a weekly round-up of the cheapest plans and more money-saving tips

Frequently asked questions

On July 1 every year the prices of standing offer electricity plans change in south-east Queensland, New South Wales, Victoria and South Australia. Standing offer plan prices are regulated so consumers who don’t look for a cheaper electricity plan aren’t overcharged. About 10% of electricity customers have a standing offer plan.

If you’re like about 90% of consumers, you probably have a more competitively priced market offer plan. But the July 1 price changes are relevant to you too.

When standing offer plan prices change on July 1, energy providers often update their market offer plan prices for existing and new customers. These price movements can follow the direction determined by regulators for standing offer plans – which in 2024 is generally downward.

Providers might also release fresh market offer plans, with new incentives such as sign-up bill credits. All of this makes July a prime time to make sure you’re not missing out on a better deal!

Standing offer electricity plan prices are regulated by the Australian Energy Regulator (AER) in south-east Queensland, New South Wales and South Australia. The Essential Services Commission regulates the prices of these plans in Victoria.

These regulated prices are called the default price or reference price.

The AER sets its default price – formally known as the Default Market Offer – as an effective price cap, which is the maximum energy providers are permitted to charge for standing offer plans.

The ESC sets its default price – a.k.a the Victorian Default Offer – at what it determines is a fair price for standing offer plans. While the regulators’ approaches are slightly different, they are both designed to provide a safety net for consumers who can’t or choose not to compare the wider range of market offer plans to find a more competitive option.

Both regulators set default prices for each distribution network in their respective locations. These default prices are set in late May and come into effect on July 1.

Other locations, including the Australian Capital Territory and Tasmania, also introduce new default prices on or around July 1 but are regulated by their state or territory government agencies.

The default price or a reference price isn’t just a safety net for consumers who don’t compare electricity plans. It’s also a point of reference for consumers who do compare plans.

That’s because market offer plan prices are shown as a percentage higher, lower or equal to the default or reference price. This makes it easier to compare plans on a like-for-like basis. You can see the percentage difference to reference price on each plan in the comparison tool above.

Default electricity plan prices are going up by 4.2% for single-rate plans. That puts the annual cost of a single-rate standing offer plan on SEQ’s Energex distribution network at $2,052.

Default electricity plan prices are going down by 0.9% on NSW’s Ausgrid and Endeavour Energy distribution networks and by 1.1% on the Essential Energy network for single-rate plans. That takes the annual cost of a single-rate standing offer plan on NSW’s networks to as low as $1,810.

Default electricity plan prices are going down by 3% on Victoria’s Jemena distribution network, 5% on the Powercor network, 6% on AusNet and 7% on CitiPower. This takes the annual cost of a standing offer plan on Vic’s networks to as low as $1,456.

Default electricity plan prices are going down by 2.8% for single-rate plans. That puts the annual cost of a single-rate standing offer plan on SA Power Networks at $2,216.

You might be surprised to find that switching to a new electricity plan with a different provider is usually less complicated and time-consuming than feared. While the process might differ slightly from company to company, it typically only takes a few steps.

These are the basic steps involved in switching:

  • Review your current plan for fees or charges that will be applied if you switch
  • Consider your household’s energy needs to decide the type of plan that best suits
  • Compare energy plans on one or more free sites, including the government’s Energy Made Easy site
  • Choose a plan and start the switch process either online or by phone
  • Use the 10-day cooling off period to make sure you’re happy with your decision to switch
  • Expect a welcome pack from your new provider
  • Expect a final meter reading and bill from your old provider
  • Expect your next bill to come from your new provider
  • Don’t set-and-forget! Review your energy plan regularly to ensure it still offers the best mix of price and features.

Based on single-rate, market offer electricity plans on Canstar’s database; excluding solar-only plans. Annual costs calculated based on the estimated lowest possible price a representative customer would be charged in a year, assuming all conditions of discounts offered (if any) have been met. Representative customer based on the reference usage for NSW, VIC, QLD, ACT, and SA (per Victorian Default Offer for VIC, ICRC for ACT and AER for others) or the median usage in the Office of the Tasmania Regulator’s report, Typical Electricity Customers in Tasmania 2022 for TAS. Average costs between these two dates are calculated on different usage assumptions per changing reference usage assumptions following the July 1 2024 Reference Price Changes. The number of days in the year to July-2024 is 366 as opposed to 365 in the year to July-2025. Comparisons should be made with caution.

Important information

For those that love the detail

This advice is general and has not taken into account your objectives, financial situation or needs. Consider whether this advice is right for you.

Canstar Blue may earn a fee from its Online Partners for referrals from its website tables, and from sponsorship or promotion of certain products. Fees payable by product providers for referrals and sponsorship or promotion may vary between providers, website position, and revenue model. Sponsorship/promotion fees may be higher than referral fees. If a product is sponsored or promoted, it’s an ad and it is clearly marked as such. An ad might appear in different places on our website, such as in comparison tables and articles. Ads may be displayed in a fixed position in a table, regardless of the product's rating, price or other attributes. The location of an ad doesn’t indicate any ranking or rating by Canstar Blue. Payment of fees for ads does not influence Value Rank or Customer Satisfaction Ratings. See How We Get Paid to find out more.

General Disclosure - Energy

The data in the table is updated within 24 hours of Canstar Blue becoming aware of a change. You can find a description of the initial sort order below the table. This is the case unless you are in Tasmania, in which case the initial table display is sorted by Value Rank (highest to lowest), then by Price/year including conditional discounts (lowest to highest) and then alphabetically by provider name. You can use the sort buttons at the top of each column to re-order the display. Learn more about our Electricity Value Rank Methodology

Please note that the Brand Satisfaction rating displayed in the table is a rating relating to customers’ overall satisfaction with the brand. It should not be confused with an individual product rating. Learn more about Electricity Brand Satisfaction ratings and for more information on how the Brand Satisfaction ratings are calculated, read the Canstar Blue Most Satisfied Customers Methodology

The results do not include all energy retailers or products in the market and may not compare all features relevant to you. Canstar Blue does not supply electricity or gas services. If you decide to apply for a particular energy product, you will deal directly with the retailer, not with Canstar Blue. Fees, charges, product information and contract terms should be confirmed directly with the relevant retailer.

Some plans may require you to meet certain conditions before a discount may become available to you. Check the energy provider’s plan information for details of all possible discounts that may apply and any conditions that need to be met for you to be eligible for these discounts.

Sometimes we may display special or bonus offers on our website. These offers are not provided by Canstar Blue. We recommend you confirm the availability of the offer with the product provider prior to applying for any product.

Check your current plan's exit fees and other termination provisions before changing providers.

Some plans may have a minimum term that is longer than one year. In that case the total cost over the term will be much higher than the estimated Price, which is for one year only. Consider the provider’s detailed product and pricing information before making a decision to take out a new plan or switch electricity providers.

Pricing Information

The Price shown is inclusive of GST and is either:

  • the estimated lowest possible price a representative customer would be charged in one year for this plan, assuming all conditions of discounts offered (if any) have been met, based on the Australian Energy Regulator’s model annual usage in the distribution region as shown at the top of the table; or
  • if you have provided usage data from your electricity bill, the estimated annual amount payable for this plan is based on your individual circumstances.

The estimated Price is based on single rate tariffs, which may also be known as ‘peak tariffs’, ‘peak only’ or ‘anytime’ tariffs, and, if applicable, controlled load tariffs, which may also be known as ‘controlled any time’, ‘controlled load 1’ or ‘controlled load 2’.

For Tasmania only

The general usage for products displayed in the table for Tasmanian postcodes is based on the median electricity usage of customers in Tasmania. The median usages are: 2,947 kWh/year for a Single Rate tariff, and 7,428 kWh/year for a Single Rate + Controlled Load tariff. These usage assumptions are based on the latest Typical Electricity Customers in Tasmania report released by the Office of the Tasmanian Economic Regulator. If the amount of electricity you actually use differs greatly from this estimate, your bill could be significantly larger or smaller than the charges listed for each plan.
