Frequently asked questions

On July 1 every year the prices of standing offer electricity plans change in south-east Queensland, New South Wales, Victoria and South Australia. Standing offer plan prices are regulated so consumers who don’t look for a cheaper electricity plan aren’t overcharged. About 10% of electricity customers have a standing offer plan.

If you’re like about 90% of consumers, you probably have a more competitively priced market offer plan. But the July 1 price changes are relevant to you too.

When standing offer plan prices change on July 1, energy providers often update their market offer plan prices for existing and new customers. These price movements can follow the direction determined by regulators for standing offer plans – which in 2024 is generally downward.

Providers might also release fresh market offer plans, with new incentives such as sign-up bill credits. All of this makes July a prime time to make sure you’re not missing out on a better deal!

Standing offer electricity plan prices are regulated by the Australian Energy Regulator (AER) in south-east Queensland, New South Wales and South Australia. The Essential Services Commission regulates the prices of these plans in Victoria.

These regulated prices are called the default price or reference price.

The AER sets its default price – formally known as the Default Market Offer – as an effective price cap, which is the maximum energy providers are permitted to charge for standing offer plans.

The ESC sets its default price – a.k.a the Victorian Default Offer – at what it determines is a fair price for standing offer plans. While the regulators’ approaches are slightly different, they are both designed to provide a safety net for consumers who can’t or choose not to compare the wider range of market offer plans to find a more competitive option.

Both regulators set default prices for each distribution network in their respective locations. These default prices are set in late May and come into effect on July 1.

Other locations, including the Australian Capital Territory and Tasmania, also introduce new default prices on or around July 1 but are regulated by their state or territory government agencies.
